The history of cultural change shows a very active role for the Federal govt.
If you support the action, it's a cultural transformation. If you don't, you call it a culture war.
Which is why the right has been calling cultural transformation they don't like culture war for decades now.
Every advancement in human civilization has been the fought tooth and nail by the conservatives. I myself wonder why they bother spending so much energy. I think they know as well as the rest of us, that progress will happen eventually.

Hitler came to power by uniting a disparate group of political factions by giving them a common enemy to blame for their suffering. Criticism of the Nazi ideology was censored and was punishable in courts of law. Most of the German people did not subscribe to the Nazi philosophy, but they gave tacit obedience because that kept the target off their backs. The state controlled media would not tolerate opposing opinions. He encouraged the population to support Nazism by appealing to the emotions of the masses, as opposed to logic and reason.
He further consolidated his position by indoctrinating young Germans through propaganda in the education system, when they were too young to make critical decisions on their own, and when they were at an age where they believed everything they were told by those in positions of authority.
The 'progressive' Left has been using these same tactics for decades. Instead of Jews, they espouse that all of society's ills can be blamed on wealthy White males. The rest is just window dressing.
While the number of trans women athletes participating in organized sports is small, opposition to their inclusion is not.
In the 2024 US Presidential election, 63.9% of those eligible to vote were sufficiently interested to exercise their privilege, 2.7 % less than in 2020. Harris received 48.3% of the popular vote, or 30.86% of eligible voters. Trump's popular vote plurality is small, but the 'don't give a shit about politics' demographic is the majority.
What HAS changed in recent years is the sources from which young people receive media. Most of them don't watch network television anymore, and those who do seldom watch TV news. Printed newspapers are dying, as are printed magazines. Older people still receive news from these sources, but they are generally immune to having their decisions be influenced by media or advertising.

The culture wars have been won. When you give everyone everything they need, they begin to invent problems that don't exist to give themselves meaning, a sense of validation, a belief of relevance, and used to gain power, & grift to make money.
There are already categories for trans people in sport. A trans women participates in the men's league because he's a biological male. Nothing new under the sun needs to be created for trans in sport.
Trans in women's sport isn't a culture war. It's a fringe concept. It only exists because of radicals at the helm of legacy media and government bureaucracies funded by institutions like USAid.

My point being the Federal govt. is often at the forefront of culture issues. The semantics of what is called was not key.
I'm guessing you think some people believe this issue was part of a greater culture war because that is the language you hear from Fox News and conservative media. They have to push headlines.
I don't know any conservatives who use the phrase culture war. As far as transgender athletes being prohibited from competing in women sports, there is a broad coalition is support of the prohibition. Most Americans just look at an issue and evaluate. There's no big culture war other than in the mouths of a few politicians, media commentators and people on the fringes.

If righties really cared about women’s sports, they would be advocating for equal pay, equal coverage, equal endorsements but they don’t so you really know it comes down to that weird obsession they have with what’s in your pants.
That makes as much as sense as advocating equal pay between male and female pornstars., male and female OnlyFans accounts, male and female models, male and female escorts.

Correct. No man should be competing against women in sport.
It is true that very few people care about watching women's sports, because it's generally a very poor product.
But women's sports is very important to the women that participate in it, and they ought to be protected by predatory men.
