Because when a walker comes to a complete stop, starting again is trivial. With a car, the gas does the effort. In a bike coming to a complete stop and tthen going again takes a bit of effort, easier to just slow down a bit and hope for the best.Bikers are up here in my town every weekend, I find it confusing why ordinary traffic laws are not followed by bikers, mostly stopping at stop signs??
