The most likely explanation is that they looked at Signal, and said okay that's great convenient tech for staff to tell their spouse they will be late for dinner, but reminded everyone to use the proper tech for sensitive data within the government. Ie SCIF's and so on.
If anyone did ignore it, they would be brought in line by someone who knows better and face consequences. Unfortunately the group on that Signal chat are idiots and none of them knew better.
Considering how they lied about Biden's cognitive decline, which was a far greater national security problem, forgive my skeptical thinking.
I wholeheartedly agree that they were stupid. I am in fact not surprised this happened. But please don't tell me it wasn't done before. Organizations don't put out these types of warnings unless they need too. And arrogance amongst a Presidential cabinet is not restricted to the GOP.

Is case you didn't read, I have said it's inexcusable. Watz should be fired and arguably charged. One of the group members was in Moscow at the time and could easily have been hacked. It's actually larger than him.
My point is it's a continuance of the hubris of top level officials that they are above the law. If a notice was put out not to use it it clearly means it was used in this way before.
