You are hanging a lot of your assumptions on this CYA document and what it says and "reading between the lines" so I would like to know what lines you are reading between.
There is nothing to blame both parties about this because the Biden administration conducted several military operations, and I never recall placing any of the pilots in danger because attack plans were compromised. If you want to express some BUTT facts now is the time to do it so we can all have a chuckle.
