Because giving money to an organization ensures that the money can be used in a co-ordinated manner more efficiently. Regardless, people can donate their money wherever they want. AIPAC is a legal entity.

Don't people donate to the cancer society in the hope of providing a cure. Patients also have need for money but they don't do medical research.
If I wanted to help people with cancer I am guessing there would be other go to groups that focus on that.
