This may sound silly, but take the DC Trolly Tour. Costs about $30 bucks. You can get on and off it all day and goes to all the Monuments and museums plus Arlington. If you just stay on the trolly, it lasts about 3 hours but you get a ton of information.

Sounds like the Security Centre virus. Go into your add and delete programs and delete anything with Security Centre in it's name. Go to Malwarebytes.com and install and run their basic program again. It's free and should fix you up.
