No. Israel is not attacking civilians. The civilians are being killed because HAMAS is entrenched in civilian areas.
HAMAS could have chosen to defend itself in non urban areas. There are a few non urban areas in Gaza that HAMAS could have chosen. But of course, HAMAS entrenches under schools and hospitals to maximize the dead children they can use to outrage the world.
