Because they are poor, disempowered people trying to survive. Such people never rise up. It is the case anywhere. And the author of the refugee camp bombing, was Israel as they made the choice to bomb it.
and people in the camp made a choice not to move south despite 2 weeks of warnings...

so you are saying they are too poor and weak to rise up against Hamas. Not much of an excuse.

It is a UN refugee camp. That is not enough justification to bomb. "We asked you to move, you didn't move, we know there are civilians and children there, and we will still hit the camp despite the human losses that we know will occur" - that is both racism and a war crime.
it is a war crime for Hamas to locate command and control and hardware in a refugee camp. It was a legitimate target for Israel and unlike Hamas the idf has been telling civilians for 2 weeks to leave. If they were interested in killing people the could have remained silent and leveled the entire camp.

What if every single Hamas member hid in either civilian apartment buildings, refugee camps or hospitals.

Yes. That is not an excuse. That is reality. Disempowered and powerless people will not rise up. You have to put yourself in a Palestinians shoes, and not look at it from outside and think "Do these people not know that Hamas is hurting them?". I will ask you the same question. Why didn't the Jews rise up against the Nazis in the 30s before the Holocaust? At the very least, why didn't all of them leave and instead chose to stay there and got genocided? Why were they passive?
Hamas has brought nothing but misery to the Palestinians and have been by far the largest impediment to statehood and sovereignty. I have no doubt that many civilians know where the hostages, tunnels and rocket launchers are. They should be telling the idf.

Yes, if they were following the rules of war, they wouldn't be able to unless an attack comes out of those buildings. If Israel knows there are civilians in a civilian establishments and still bombs them, then yes it is a war crime. If the Hamas guys are launching rockets and missiles at Israel from those locations, then bombing it is not a war crime. DinkleMouse explained this very well in his posts. It makes sense
They actually wouldnt even have to launch rockets and missiles at Israel, they could just be firing them at the advancing IDF troops inside Gaza.

So the question is, how would we know whether Hamas was or was not firing rockets and missiles at the IDF from that refugee camp??
We dont know that. So how can you already call it a war crime then??

Doesnt necessarily have to be rockets.
Any muzzie with an AK-47 shooting from the window makes that building fair game

They admitted that they hit the camp for the Hamas guy and not because there was an AK47 or a rocket
He was a Hamas commander, so he obviously was armed.
There's no evidence either way that he did, or did not, fire on IDF forces.
Therefore it has yet to be determined whether it was a war crime or not.

FYI if you look at the map the IDF advance was extremely close to the refugee camp.
My guess is the commander and a few of his support troops fired on Israeli troops advancing, and the IDF called in for air support.

The real war criminals are Hamas for hiding amongst civilians like the cowards that they are
