He was a Hamas commander, so he obviously was armed.
There's no evidence either way that he did, or did not, fire on IDF forces.
Therefore it has yet to be determined whether it was a war crime or not.
FYI if you look at the map the IDF advance was extremely close to the refugee camp.
My guess is the commander and a few of his support troops fired on Israeli troops advancing, and the IDF called in for air support.
