Well, every team must expose a goaltender to the Seattle Kraken for the expansion draft.
This would be part of the reasoning for Hutchinson's return to the blue & white.
I believe you are correct.
The only other goaltender (requiring protection) the Maple Leafs
have under contract beyond the 2020~21 season is Jack Campbell.
2-way contract, so he doesn't require waivers. But Campbell and Dell do, and whichever one they decide to send down, there's a chance he gets claimed.
