So far they haven't really "made up" evidence.
They've been more about misrepresenting or misinterpreting numbers.
It's a lot like how they did the Twitter files.
That's a lot easier than making up evidence, because all you need is the sound-bite version that will go through social media quickly so it becomes an "everyone knows" thing.
That will give the propaganda win with much less effort, since the echo chamber will keep it circulating enough so it sticks as one of those zombie myths.

& there will be back up records stored in a separate secure location with date/ time stamps, employee entry ID etc.
all govt institutions/ banks / companies that process monetary transactions require risk managements systems to preserve records
you know, in case there is a fire or flood in the building, a computer risk like Y2K , a terrorist attack or if there is a problem that requires litigation
you can rest assured the US govt payment system will have redundancy back up records in place.
are you going to claim Musk was able to fabricate thousands of identical transactions in two or three separate places at the exact same time?
I believe Al Capone tried the fabricated evidence defense for his tax evasion trial.
