Sorry but with your police experience, you must know that anything short of cops on every corner will stop street level crime. The goal should be reducing involvement which means reducing the incentives young gangsters have. It will never reach zero but it needs to have outreach to give potential gang members viable alternatives. Constantly be harassed by cops because they look like potential criminals (aka black) will only make people in the community see themselves as lesser than the rest of society.
And if you want stats, go look at how the violence in the area in the 80's and 90's when enforcement was significantly more intrusive compared to now. I was only living there for a few years as a kid so I'm sure my opinion means nothing to you (and yes, as a white kid I was stopped far less often than many of my friends and the bangers were smart enough not to carry except when they felt they needed it).
BTW. safe injection sites are a completely different topic but like with gangs, no amount of policing will prevent addicts from seeking out their fix. All we can do is try to prevent people from ODing in people's backyards or parking lots which is the point of the sites. I've said before that I pass an injection site twice a day; they're not the wild west people pretend.
