Yes Hamas conducted a terror attack on October 7. NO, it was NOT unprovoked. They were retaliatory in nature, and hence the name "Operation Al Aqsa Flood". However, such retaliatory attacks against CIVILIANS are not acceptable and that is why it is a terror attack
