We (most of us) accept the hassle of "random" RIDE checks for drunk drivers, because it greatly reduces drunk driving. It is unfortunate for people who go to Cannonball for pussy, and get stopped by RIDE all the time, but we accept that as neccessary.
I think that a similar approach is needed for gang shootings, the police will conduct spot checks on people who they think look like they might have handguns. Lots of innocent people will be harrassed just for looking like gangsters, but it will be worth it.
Similarly, you do not really get a trial for drunk driving, they suspend your license on the spot. Making the punishment more immediate helps stupid people connect the crime and the punishment. So when the spot check finds the hand gun, you go immediately to jail, and remain there until you can be quickly tried.
And another thing, it is not poverty or racism that causes crime, it has been proven time and time again that it is stupidity which is by far the major cause of crime. It only appears to be poverty because stupid people tend to be poor. But in Canada, poor smart people very quickly become not poor.
Meanwhile, the great majority of violent crime is committed by stupid people of all races and economic levels, the stupidity is what drives it.
