Yes, it seems he does have this power.
First, as I understand it, the Judicial branch relies on Federal law enforcement agencies, specifically the US Marshall Service, to enforce court orders. Since the Marshall's Service and the FBI are under the control of the Department of Justice, which is controlled by the Executive branch, the President simply directs
his US Marshalls to not enforce Court Orders.
So if Trump acts outside the Legislative laws relating to, say, its NATO membership etc, then the only entities that can take action is the DoJ and/or the military. Both of which are under the direct control of the President and Commander-in-Chief. So the Commander in Chief can direct his Secretary of Defense to withdraw from NATO bases or whatever who would then direct the appropriate Generals and so on down the line to follow the orders of the Commander in Chief. Then you might maybe have some military guy who knows the law and refuses to follow an unlawful order. Surely there will be a Trump allied General who would court martial that guy who refused to follw the order of the CiC
So it follows that if the Legislative branch passes a law or anything that the President disagrees with, the President can simply ignore the law and face no consequences as described above.
Same if the Legislative branch were to impeach Trump to remove him from office. Trump just says
'Fuck Off... whatcha going to do about it?'
And with Trump's notable vengeance, any Congressman/Senator who goes against Trump would likely find himself on the wrong end of the DoJ somehow.
