In theory, you're correct.
In practice, that has been the case.
It happens in our own backyard.
For example, police services have a mandate for DEI so they'll hire a less qualified female over a more qualified male to meet their DEI quotas.
This happens because there are far fewer females that want to become police officers so the hiring pool is smaller and less talented.
