Correct. They all came from one territory and stayed in that territory. Gaza never became a work camp. The fencing was a defensive measure.
Germans rounded up Jews from Germany, Austria, Poland, Baltic nations and more and brought them to the pre-constructed concentration camps. The Jews posed no threat to Germany. As such rounding the Jews up had no defensive intent.
The two situations are completely different.
