Gazans can not even freely fish in their own waters. Suppose magically the offshore gas gets exploited and Gazans are rich, they can not buy more food, clean water, electricity, or medicine because Israel controls all the imports. Maybe they can use the money to build infrastructure for Israeli target practice.
