Perhaps the time has come for open carry in every State. That shooter would have been dead right away, problem solved. Dozens of armed good guys VS. one armed nutjob. Obviously nothing else has worked. U.S stats. say that the majority of gun deaths are suicide, not murder, death from despair. I recall a photo of a nurse in her scrubs and a large dude with her wearing his FD shirt, pushing a cart in a grocery store. Both had a pistol in a holster and he was carrying an AR15 on a sling. Don`t know the state, Texas maybe, I`d expect both had seen the result of being a sitting duck.

Guns are neither good nor evil. It is an inanimate object. It has no will and cannot do anything without human interaction. It's the user who determines what purpose they are used for.
We've been to Israel twice. We thought Israel was already an armed camp. Both times our driver/tour guide had a long gun next to them. Israel (like South Korea) has compulsory military service so they are trained in the use of firearms.
Still surprised they held that music festival only 3 miles from the border and with no or not enough armed guards.
If caught alive, this guy's defense attorney will probably use mental illness as a defense.

I know you're saying this tongue and cheek, but it's not the answer.
A fair amount of training is needed not only on how to safely handle a firearm, but how to shoot properly and then there are the tactics to properly employ it. It's also a perishable skill. A firearm in the hands of a person who has little or no training is very dangerous, the same way handing the keys to a car to someone who has never driven is dangerous. Some of these Americans you see open carrying shouldn't be. They know just enough to be dangerous.
The problem in the United States is multi level, and cannot simply be solved by a ban and will take generations to make a change.
Disarmament has also proven to be a terrible strategy. Just ask the Ukrainians and Isreali's. Guns are not easy to make. It's not like everyone can get one the next day when they need it.

But sensible gun controls, like not allowing people with mental health issues hearing voices to own or use them… they definitely need to happen.

Ukrainians don't carry weapons on a daily civilian basis. Israelis do, but they are in a war zone and in danger.
The problem with "a good guy with a gun", is that the good guy with a gun is unlikely to be informed about the situation and to have extensive training and practice with his weapon. So he is likely to fuck the situation up worse, despite the occasional headline where the ggwag does take out the bad guy.
That's kinda the reason you have the police.
That was a disgrace, but that`s procedure I guess for most PD. In an instant adrenaline dump kill or be killed situation things would likely change.

It is a tragedy. Nobody in poor mental health should have access to firearms. Restricting access from those that are mentally ill would help to eliminate some of the mass shooting deaths, though most of those are gang-related.
Accidental gun deaths which are significantly higher than mass shooting deaths at 960 could be reduced with proper training and access. They used to teach this stuff in school.
All that being said, kudos to the USA for upholding their 2nd Amendment.
