The guy is on a bike. Realistically, the most he could do is some touching/groping.

I would not be surprised that because of the Young Offenders Act (or whatever the new name is) any mention of his arrest will be very understated.

yes we do know what he’s doing it was described in the news on TV. He tricks women by asking them for something. Like directions, water. take a picture of him. Then when the women drop their guard or are not paying much attention he gropes them and runs.

Sexual assault is a catchall term. It covers everything from groping to anal rape. It is a little frustrating to not know the severity of these actions from this kid, but the reality is, it doesn't really matter. If he's this embolden to attack four women in broad daylight, there is every reason to think he could become more aggressive as he goes on. Most serial killers start by torturing animals, or doing petty theft. They escalated. Paul Bernardo was the Scarborough Rapist before he killed his sister-in-law or Kristen French/Leslie Mahaffy.

As someone else pointed out, think about the fact police released a photo of a minor to identify them. That shows how concerned they are. If they can get him help and prevent him from doing even worse, that is a very good thing.

Toronto police said in a press release the boy was arrested on Monday and charged with two counts of sexual assault. However, the boy won't face charges connected with five of the alleged incidents because he was 11 years old at the time.

Children under 12 cannot be charged criminally in Canada.

I see your point but I was responding to:
