Even with affirmative action it has never been based strictly upon race just as it has never been just about academic merit. Most business and professional schools require an essay of some sort and evidence of community service or involvement etc.
If the Affirmative Action surgeon also happened to be the best surgeon, then sure. The surgeon with the best SAT scores or the highest marks in med school might not necessarily be the best surgeon.
