I suspect (this is not fact, but my opinion) MLB uses every opportunity to attempt to embarrass Alex Rodriguez.
Two key sentences from that article:
He reportedly tested positive for testosterone and an anabolic steroid called Primobolan while playing for Texas.
There is no indication that Rodriguez has tested positive for steroids since 2003.

Reportedly does not mean absolute fact.
He hasn't tested positive since 2003 (unless you can provide evidence to show otherwise).

It's an interesting story , Boyd was one of the punted picks from the 2013 draft (6th round), being a college senior he had little leverage and was thought not to have much upside. Was signed way below slot. Good to see he's proving everyone wrong.
