If you were not basing your theory on the experience of just your own penis but had a vagina that sampled of many penises - you would realize just how stupid this theory is.
First, including the rise in heart rate and blood pressure during sex, how do you know that the normal state isn't enough to inflate a rock hard 12" penis normally - thus any smaller container would simply be just as rock hard ?
Secondly, if the volume was so diminished by by the volume of a healthy dick that the dick is soft, then the blood pressure would drop to all organs including the heart, brain, feet - exactly opposite of what actually happens.
Like any organ that has blood flow through it, there can be problems with circulation in the penis. It's no surprising then that a variety of medical options exist to treat these problems.

Ok each guy has two conditions with his penis. It is soft (flaccid) or hard (erect). There s little relationship between flacid size and erect size. Some little guys are so happy to see you they just grow and grow and grow.
So pretty much all penis get hard. But how hard? With some men it is hard enough to get in, but if you press hard your thumb sort of pushes in, and you can bend and adjust them easily when it goes inside. With other men it is like a bone covered in a thin layer of skin. I am not certain if one can be considered better than the other, but they are very different.
