I think she's saying that previous conditions allowed for the church to be completely dominant in every way.To ascribe the profound changes in Quebec, and particularly to the Roman Catholic Church in Quebec, as does Margaret Wente merely to the fact that Québécois/Québécoise are more urban, wealthier and better educated than they were sixty years ago is to put it mildly simplistic.
The blowback against the church is in direct proportion to the amount of power it exerted over the community.
It seems that this is happening in other societies where the church ruled with an iron fist, i.e. Ireland, Italy.
Don't let the spectacle in Rome fool you, the church in Italy is fading fast.
