I wouldn't think news of actual charges against the bozo would travel much farther then the story of the police visit. We'd have to assume literate and cognitively aware bad guys who watched the news for starters. The paperwork-free visit has presumably accomplished the same immediate result, if not, perhaps his Mom now has useful info about Junior. In any case, we know how little deterrent effect charging 'some other guy' has on other wrongdoers, be they ordinary citizens or members of the criminal classes.
