1) HRW reports then those reports are sent to places like the UN, governments and the ICC and ICJ. They investigate those reports and lay charges, like the ICC has and the ICJ is doing and the UN has acted with.
2) The HRW report you quote says they have also reported on Israeli crimes against humanity, which give them the same severity.
Previous Human Rights Watch reports have addressed numerous serious violations by Israeli forces in Gaza since October 7.
