As correct as you are about unions protecting their worst members, to the detriment of everyone, I don't think you can hang this one on the union. In this case the union had nothing to grieve because the Board didn't do anything of consequence to the teacher. The buck stops at the school board on this one.
For the board to do anything of consequence to a teacher, the union would need to get involved. My point was that in a non-union environment, someone wouldn't be as emboldened to try something like this in the first place as action would most likely be swift.
