Add to that, Hamas is the government of Gaza and a terror group while the PA pays salaries to terrorists killed or arrested by Israel and Fatah has a faction considered terrorists by Canada.

The state department list is irrelevant. Firstly it is the US designating it while sponsoring what one would consider terrorist activities in other countries. Pot. Kettle.
