If it were binding, the 1962 resolution would have brought Apartheid to an end immediately. However, Apartheid did not end for another THIRTY years. Why didn't it end? Because it is non-binding.
So in sum:
a) You do not even know how the UN works and considering you did not know that UN resolutions are NOT BINDING and are merely recommendations, the rest of your post is gobbledygook.
b) You provided an example of a UNGA resolution, that unwittingly disproved your own assertion, without even you realizing it.
