1 - Israeli terrorism, settler terrorism backed by the IDF, who showed up and didn't arrest the settlers. Terrorism which becomes state terrorism
2- Palestinian Terrorism, there are claims the guy had mental issues and it appears he wasn't aligned with any other groups, but terrorism.
3 - War crime - unless you can prove it was targeted at a civilian target its just a war crime of an indiscriminate weapon, one that can't be aimed and puts civilians at risk. Much like Israeli shelling and tank fire in Gaza.
