Also this evidence has produces indictments against Manafort and Gates which could also lead to them turning state's evidence.

The Director of the FBI testified before Congress that they didn't take them seriously, but that they wanted the President (then the President Elect) to know what was being talked about out there.

And the only way the dossier is ever admitted as evidence is if he agrees to testify and be cross examined. And in doing so will have to release the sources of the material to prove they are valid.

Most like the charges from Mueller will be obstruction of justice and conspiracy to commit computer fraud with the Russians over the DNC hacks.
If charges are brought about from piss dossier it will be from separate FBI research anyways, if they find reason to investigate some of the charges in the dossier they'd do their own investigation into the charges, so yes, probably Steele won't actually have to testify.
