You will find it difficult to use your Visa card anywhere in Cuba other than hotels. Exchange rates at hotels are awful for cash transactions. I would be very surprised to see a hotel giving cash advances with a credit card. You're in Miramar ... lots of banks close by that you can go to...

Loverman ... unfortunately Varadero is the worst place you want to try and find a Cuban woman and to find a casa particulare because there isn't any legal ones that rent out to tourists in the town. The town is actually 20 kms away from the tourists resorts and access to the resorts for Cubans...
