- Palestinian fighters committed summary killings, hostage-taking and other war crimes, and the crimes against humanity of murder and wrongful imprisonment.
- Governments with influence over the Palestinian armed groups should press for the urgent release of all civilian hostages.

Save me the time. Just refer me to the bit where it says taking hostages is ok.
There are two ICJ rulings.
1) That the occupation of Palestine is illegal, Israel must leave and Israel must pay restitution.
2) On the upcoming genocide question, Provisional Measures ordered Israel to 'prevent killing Palestinians', allow all aid through and arrest those who incite genocide.
Neither side was ordered to return hostages, they are concerned with genocide and the illegal occupation.
Those are the real issues.
Israel hasn't abided by 62 UN resolutions, including the two UNSC resolutions calling for ceasefire.
Why do you think Israel doesn't have to abide but Hamas does?
Hamas isn't a UN member.
See what happens when you invade your next door neighbor. Rape, torture, kill and kidnap women and children? Things start to go sideways.
