The video showed a few people coming up to try to stop the attack, then two cops briefly flashing badges. The guy who approached starts backing up and another cop rushes from off video and pushes the guy into the ground, head hitting concrete.

Big lawsuits coming.
After reviewing the video again, dude was indeed backing up upon seeing the badges and a split second later was pushed to the ground. A lawsuit is feasible.

I'm saying in a city of 3 million, 21 or 9 are still very low numbers for shooting deaths.
Not like in republican states under the rules you prefer.

No, that’s an association not a union. Unions , and only unions, are covered by rights and obligations of the Labour Relations Act. It’s illegal for the Toronto police to be unionized.

Maybe the word “Association“ will tip you off to the reality they are not a union?
