Your causality is backward. Palestine is not sovereign state because of any UN policy. It is because Palestine is not a sovereign state that they are not recognized by the UN. The reason that they are not a sovereign state is because they rejected the land given to them during partition.
This all goes to your lack of reading comprehension.
Call it a Pyrrhic accomplishment because in reality it does nothing to forward their cause. Their status has not changed. Being an observer state is still being an observer state.

Resolutions, like #1761 in 1962 are necessary and routinely PASSED when the UN wishes to express their opinions.
