Given the involvement of UNWRA with that system, I call it "case proven". Ditto the medical system and the use of hospitals to house terrorist sanctuaries.
It also makes logical sense to accept that an NGO that has survived in a 1-party theocratic state for 25 years, would have become co-opted. That's just reality being reality.
