The Arabs who eventually became the Palestinians were offered a state multiple times, only to say no every time.
In 1936, the Peel Commission offered a partition of the land between Jews and Arabs, but the Arabs refused to accept it, and the Mandate continued.
In 1938, the Woodhead Commission proposed three different partition plans, the Arabs refused to even talk about them.
In 1947, the British announced they were abandoning the Mandate and handed the question over to the UN. They also proposed partition, and given the relative balance of land ownership and the fact that the Jews would be receiving a massive population increase from Holocaust survivors, it was a relatively fair proposal. The Jews accepted it and declared independence while the Arabs rejected it and attempted to destroy Israel and the Jews.
When the war ended, Israel had survived, and the Arab world was furious. They expelled every Jew in their territory, just as Egypt and Jordan ethnically cleansed the portions of the former mandate that they occupied: the Gaza Strip and Judea and Samaria, or as Jordan named it, the West Bank. In 1964, the Palestinian Liberation Organization declared that they claimed all of Israel as Palestinian territory and that Israel had no right to exist. Even so, when Jordan gave up their claim to Judea and Samaria in the 1990’s, Israel immediately started negotiating with the PLO for peace. Oslo granted the Palestinians the first land that they could claim was theirs and no one else’s. Israel then moved on to direct negotiations with Arafat to give them a proper state with legal borders in exchange for peace. Arafat rejected it and launched the Intifada.
Israel tried again when Abbas took over, but he refused to even talk. In an attempt to buy peace, and as a test of the Palestinian’s intentions, Israel completely pulled out of Gaza, hoping that it could become something like Singapore or Monaco. Instead, Hamas took over, destroying the infrastructure that Israel left behind and launching terrorist attacks against Israel, eventually leading to the events of October 7.
So why don’t the Palestinians have a state of their own? Because you can’t force someone to say yes to a compromise and you can’t negotiate with genocidal fanatics.
