IMO the Santa Clause parade is far from Christmas tradition, It's overly commercialized. All the floats are from businesses promoting their business. There was a big shift by the Girl Guides to secularism about 10 years or so ago, and this sounds like it is just a consequence of that.
Depending on how the Santa parade was run, I would consider it pretty secular, but I can also see a chapter just deciding to draw a bright shiny line across the board.
Very likely the mayor or some other local politician is just hyping this up for reactionary cred.
I mean, it isn't like girl guides can't attend the parade. They aren't banning troop members from going to the thing.
They just won't go as an organization.

He led by example, he played the Sousaphone with the Earlscourt Marching Band during the Santa Claus Parade. I did a little light digging. The first recorded parade in Toronto was in 1905. That puts it over the century mark. I think by most definitions that enters heritage and tradition territory. Kind of like the Ex and air show ( which a lot want to cancel too).

Christmas is a pagan holiday which was banned by the church state for hundred of years before they finally gave up and took it over.
