They are saying he can say what he wants to say, but contend that it violates their code of conduct. That's very different from what you are claiming. Freedom of speech doesn't equal freedom from consequences.
He is facing consequences for allegedly violating the code of conduct. Not for his speech per se. Those are very different things.
