You could say that NATO brought confrontation in the Ukraine on themselves, they started supplying the Ukranians with the latest military hardware. This alarmed Putin, he started to amass forces. NATO did the same during the Balkan War, arming Croatia to the teeth. When the counter-offensive began, the Serbs got steam-rolled and negotiated peace.
Putin knows that the Ukranians will never accept Russian suzerainty, even if he does take over the country. He'll be locked in guerilla war in every region west of Donbas, he'll be fighting house to house in every big city. Is he willing to turn a breadbasket like the Ukraine into an apocalyptic wasteland?
