When a foul of that nature happens outside the box, it's up the the referee discretion. There was no intent to injure on Chiellini's part, a red card would have been harsh. Unlike Jordan Pickford's scissor tackle on Virgil van Dijk, that's an automatic red card and a penalty kick in Italy.
