If he was German, it would be Feldman. Lot's of Feldmans around. Far fewer Veltmans.

I doubt that many Dutch people have Prussian heritage, as Prussia's a couple hundred miles away. The German province across the Dutch border is Niedersachsen, or formerly the Kingdom of Hannover.

Most of the people movement in that area was along the North Sea, Holland, Friessland Denmark.

I myself had a great great grandfather that came from Holland.

Dutch, what is more likely: That he was a Dutch guy with a Dutch name, possibly a distant cousin of yours? Or that he immigrated over 3 or 4 intervening little countries, over land when most travel was by water and at a time when long distance travel was dangerous?
