The answer is that the government will only go after the low hanging fruit. Like restaurants and retail where there is no evidence of these being the source of the spread. Guaranteed, this is coming out of schools.

I'm not an expert but I don't think its a coincidence that the infection rate curve started going parabolic within 2 weeks following re-opening of schools on Sept 8. Like you said though closing schools would be political suicide despite providing the greatest bang for the buck from a public health perspective.
