In Lebanon in particular a major political motivation for the two tier system is concern about giving votes to Sunni Muslims. Both the Maronite Christians and the Shia Lebanese resist giving any status to Sunni Palestinians largely due to their religion.

You could argue that apartheid can only ever be on the basis of race, but discrimination based on religion, ethnicity, and national origin are just as abusive.

Who are Palestine refugees?

Palestine refugees are defined as “persons whose normal place of residence was Palestine during the period 1 June 1946 to 15 May 1948, and who lost both home and means of livelihood as a result of the 1948 conflict.”


UNRWA services are available to all those living in its area of operations who meet this definition, who are registered with the Agency and who need assistance. The descendants of Palestine refugee males, including adopted children, are also eligible for registration. When the Agency began operations in 1950, it was responding to the needs of about 750,000 Palestine refugees. Today, some 5 million Palestine refugees are eligible for UNRWA services.

Note 1 - refugees are the people who were actually living in Israel pre-dating 1948.
Note 2 - only people who lost their homes so all the West Bank Palestinians who were in the West Bank in 1948 aren't refuges. Only 20% of West Bank Palestinians live in camps.
Note 3 - No where do they say the people they care for are stateless.
Note 4 - the male descendents of refugees are not included in UNRWA's refugee definition even though they get aid.

How is it possible that a European or North American jew can move to Israel and get automatic citizenship when they have no actual verifiable lineage to the country and yet an Arab who's family may actually have the deed to the land can't move to Israel, and reclaim his land. How is it possible that jews can build settlements in the west bank but Arabs can not. How is it that jews can travel freely throughout the west bank on modern paid roads but Arabs are quarantined to their villages at the whim of teenage Jewish soldiers. How is it that if a Jew in the west bank breaks the law he is protected by Israeli law and if an Arab breaks the law in the west bank he can be arrested indefinitely without protection of the law or due process. Has any one ever looked at the map of Israel since the 1948 UN vote on independence. The Jewish territory keeps getting bigger and bigger and the Arab territory is almost gone. Has anyone ever examined the casualties of the conflicts between these two tribes over the last 50 years. The Arabs suffer huge casualties as compared to the jews. And don't even get me started on the unfair advantage in weapons the jews have over the Arabs.
If u were not a member of the Jewish tribe or their allies how would any of this seem just or fare???

Show me where UNRWA disputes that Syria and Lebanon have denied citizenship to Palestinians born I those countries. Show me where UNRWA disputes that the PA denies status to this born in the camps.

There are not many Palestinians in Lebanon other than those living in camps. In many racist systems, racism is not based explicitly on race but on markers that closely track race. In the deep south at the height of slavery there were free black men. Would you argue that slavery was not targeted at blacks? There was nothing in the laws that said it was, but the slaves were mostly blacks, and blacks in the South were mostly slaves. This is true of the Palestinians in Lebanon. Not all Palestinians in Lebanon live in the camps, there are a few who are free. But everyone who is denied citizenship under the camp system is Palestinian, and most of the Palestinians live in those camps.

Except for the pedantic argument that "Palestinian" is not a race, in Lebanon it IS systemic and exploitative racism. The Lebanese do not keep them in those camps simply because they want to pressure Israel -- the Lebanese actually are determined not to let Palestinians gain influence in Lebanese politics for primarily religious reasons. But as is often the case, religion and race are tied together in that case.
