Groggy, is is PREPOSTEROUS to imagine a legislature like the UN appointing a minor employee like Falk the power to represent the entire organization arbitrarily and without any consultation or pre-approval by the UN. PREPOSTEROUS. It doesn't happen anywhere and it isn't being done at the UN.
He is a minor employee in a backwater agency that nobody resepcts, and he periodically transmits his reports to the UN for their consideration. The UN being the United Nations, the assembly of the nations of the world, and not Richard Falk. If the UN wanted his demented reports to be their public policy, then they would go ahead and endorse the opinion with a resolution, as they have done many other times with other reports by similar employees where they wanted to. They have wholesale ignored his reports, pretty much a rejection of them, given that they usually endorse reports.
You are just a complete fucking moron. I don't know how many people have pointed out the difference to you between a reporter to the UN, which he is, and a representative for the UN, which he is not.
His mandate is very, very fucking clear. If you don't like that he doesn't make policy single handedly for the entire world that's your problem. Go write angry letters to the UN demanding the Richard Falk be made global dictator or something equally preposterous, which is what you are basically trying to claim.
