Seemingly it is Canadian sentencing. In other jurisdictions a six year sentence all but three suspended for an Aggravated DUI or Vehicular Manslaughter case with four counts would indeed be considered a low end sentence, indeed it could be up to a decade in some jurisdictions.The culprit in that Alberta case also said it was an "accident". He was driving DUI and hit another car with 5 teenagers (4 died and 1 seriously injured). Looks like 3 years jail and 3 years probation is the penalty.
