They simply are not going to increase their payroll significantly. And why would they when you think of it. They simply do not get the fan support they need to carry a big payroll in the toughest division in baseball.

This is no chicken-and-egg conundrum!
Since when does the owner of a team wait until he gets an audience before he invests to put a competitive team on the field? This is a simple business proposition, like all others: Are we supposed to first buy large quantities of automobiles to encourage Ford to build good ones?
We, the fans, are the customers here... we pay the money... give us value... put a competent team on the field and I will come out to the ballpark.
This city has proven again and again that it will support a baseball team if the owners make it worthwhile to support it.
During the years after the Skydome first opened, when the brewing companies and CIBC invested in the team, the ballpark was frequently sold out... Toronto set attendance records!
Rogers is in business to get our money. They already own the ballpark (at great cost to the public purse, if I may add), the team and the broadcast rights to provide product for their own media businesses... what more do they need to be "encouraged" to invest? Do they expect us to launch a public drive for donations to raise $50 million so that they can finance the team's salaries, too!
