I do not understand it... how to justify 39 billion reais in infrastructure that does not prove to be sustainable...so much could have been done with it.... that is why people are mad... the influx of tourist will not make up or change the curse of the corruption and bad management. The electric storms sometimes overload the local grid and burn out computers, air conditioners and fridges.
