I'd say policy matters too. Right now there is a clear isolationist mindset trending in various demographics in the USA. Whether it is about War funding overseas, Immigration policy, or Trade Policy. In fact it's coming to the fore in several nations. That has as much to do with Joe Biden's bad numbers as his cognitive decline. He isn't actually in favor of policy Many of his demographics voters are. Nor are his advisors.

This matters. On what information he gets, how it is presented, and the way they frame options for decisions. Add in his reliance now on them because quite frankly I doubt his is capable of reading detailed reports, and coming to his own conclusions and the question already being asked on the street is a simple one

"WHO IS ACTUALLY IN CHARGE?"

It appears that Democratic Governors, Senators, Carl Bernstein and others are acknowledging his decline. And they majority are back in Washington next week and can't avoid the press.

So while these hypotheticals are fun the reality is the Nation can't have a mentally incompetent person the WH. It's that simple.

The big issue they have is replacing Biden means admitting they KNEW HOW BAD HE WAS. And were willing to put him in anyway. That reflects on the whole party and will affect independent voters.
Depends how it's contexted. Biden having a sudden "health crisis" sidesteps the whole "how did you let it get so far?!" debate.
