I never understood it either.

To me, someone mentally fucked up should be locked up even more so. If they are too dumb or screwed up in the head, they don't know right from wrong, so they should be locked up if they commit a heinous crime. Like a ticking time bomb. It kind of reminds me of elementary school where there was the class of handicap kids. At recess, one second they seem quiet. Next thing you know, they make a retarded run at you at full force screaming and you have no idea why. It's like it's totally random when something will happen.

I explained "insanity" please a few posts back. Did you even bother to read it??!!

To make an insanity plea, you have to be delusional and think you are being attacked by beings from another planet or something that extreme. It's not something someone just whips out with a chuckle to "beat the system". There is normally a long history of previous psychiatric treatment for the plea to be successful. If the plea is accepted, you go to a maximum security institution for the insane. When you are no longer psychotic and it is safe to release you, you can ask for a hearing to be released. Some people never recover and spend their lives in a locked ward.

The scene below me was extremely depressing, especially seeing a covered body on the ground. Couldn't bear to even look at the aftermath of such a devastating action done by another person. Doesn't matter the reason why he did what he did, people died and hundreds of people have been affected by this tragedy.
